On March 2, 2026, David Bell became president of the American Truck Dealers (ATD), a division of the National Automobile Dealers Association (NADA).
Bell recently served as the National Highway Traffic Safety Administration's (NHTSA) director of the Office of Governmental Affairs, Policy and Strategic Planning, where he worked on transportation safety priorities. Prior to joining NHTSA, Bell was the director of legislative affairs and a lead lobbyist at ATD. Bell also served as the director of government relations at the American Traffic Safety Services Association.
Bell graduated from Rutgers University and received a bachelor’s degree in criminal justice and political science.

Michael W. Harrington
Member,Vice President, Legislative Affairs
Michael Harrington is the vice president of NADA Legislative Affairs, responsible for managing NADA's legislative staff and implementing NADA's legislative agenda. Harrington specializes in fuel economy, auto finance and highway safety issues. He is the author of the report "Patchwork Proven: Why a Single National Fuel Economy Standard is Better for America than a Patchwork of State Regulations."
Harrington began his service at NADA in 2008 as its chief legislative counsel. Previously, he was appointed by President George W. Bush to be director of external affairs for the National Highway Traffic Safety Administration (NHTSA). In that position, Harrington served as a NHTSA's liaison to Congress and state governments. He also served as legislative director to U.S. Rep. Bob Franks (R-N.J.) and deputy chief of staff to U.S. Rep. Clay Shaw (R-Fla.).
A native of Cranford, N.J., and a Rutgers College and Catholic University of America law graduate, Harrington resides in Bethesda, Md., with his wife and two children.
Daniel Edward Ingber

As Senior Vice President of Regulatory Affairs, Dan Ingber leads NADA’s advocacy, education, and compliance efforts as they relate to federal regulations and agency actions. His responsibilities include developing and leading advocacy strategies, managing litigation, overseeing notice and comment rulemaking, and leading compliance initiatives including webinars, seminars, compliance guides, and other dealer education.
Dan has clerked on the U.S. Appeals Court for the Seventh Circuit, litigated cases in state and federal court, and worked as in-house counsel for Feld Entertainment. He holds a BA from the University of Pennsylvania, an MA from Johns Hopkins School of Advanced International Studies, and a JD from the University of Chicago Law School.
Paul Metrey
Member,Executive Vice President, Public Policy
Paul D. Metrey is Executive Vice President, Public Policy for the National Automobile Dealers Association. In this capacity, he leads and overseas NADA's Legislative Affairs, Regulatory Affairs, and Public Affairs departments and is responsible for formulating and implementing NADA's public policy advocacy strategies and representing the interests of NADA before the federal government.
Mr. Metrey joined NADA in 2001 as its Director, Regulatory Affairs and subsequently served as Chief Regulatory Counsel (Financial Services, Privacy, and Tax); Vice President, Regulatory Affairs; and Senior Vice President, Regulatory Affairs. He previously served as an attorney with the Federal Emergency Management Agency and as an active duty Army JAG officer, with assignments in Germany, The Netherlands, and Fort Meade, Maryland. Mr. Metrey also served in a reserve capacity as the Chief, International Law Branch of the National Guard Bureau’s Legal Support Office.
Mr. Metrey obtained a Juris Doctorate degree from Catholic University’s Columbus School of Law and a Bachelor of Arts degree from Virginia Tech.
Todd Milbury
Member,Vice President, Industry Relations
Todd Milbury is Vice President of Industry Relations, working to engage the major automotive manufacturing companies on issues important to NADA dealer members. These issues range from operational programs and policies unique to one brand, to ecosystem topics that impact the current and future success of all dealers and the health of the auto industry.
His first hands-on experience in the automotive industry came during high school when he began working at his family’s Oldsmobile dealership. Following completion of his undergraduate studies at the University of Michigan, he joined General Motor’s Cadillac division and held a series of dealer-facing field positions around the country before transitioning internally to support GM’s Order-to-Delivery group at GM’s headquarters.
Todd left GM in 2003 to earn an MBA from the University of Texas-Austin, and in 2005 returned to the auto industry with roles at marketing firm Harte-Hanks and then software firm Urban Science before joining NADA in 2013.
Todd, a native Michigander, lives in Vienna, VA with his wife and two children.
James Minnis

James Minnis is senior vice president and associate general counsel in NADA's Legal and Regulatory Affairs Department, where his responsibilities include drafting and negotiating contracts, managing litigation and counseling NADA's operating units on legal issues.
Previously, Minnis was NADA's director of corporate legal affairs. Prior to that, he was director of regulatory affairs.
Before joining NADA, Minnis served as an associate with a major Washington, D.C., law firm.
He earned a B.S. degree in petroleum engineering from Louisiana State University and a Juris Doctor from Tulane Law School.
Steve Park
Member,Senior Vice President, Dealership Operations
Steve Park is Senior Vice President, Dealership Operations at NADA. In this role, Park is responsible for a department that serves as the go-to resource for car and truck franchised dealers to improve operations and profitability via education, consulting and training.
In his prior role through 2020 as Vice President, Dealership Operations, Park oversaw the NADA/ATD Academy and 20 Group Operations, while leading In-Dealership Consulting initiatives to improve dealership processes and profitability. Park joined NADA in 2018 as Senior Director, responsible for 20 Group and Academy.
Prior to joining NADA, Park was Senior Director of Operations and Consulting at CDK Global, where he also managed its 20 Group and financial composite operations. Before joining CDK in 2015, Park spent five years as Vice President of Sales and Marketing at a fleet management company where he was responsible for leasing vehicles of all makes/models to federal, state and local government agencies across the country.
Prior to servicing the fleet industry, Park spent two years as a General Motors Dealer Development Academy Fellow. As part of this distinguished OEM dealer development program, he graduated from the NADA Academy while training in every department in a high-volume Buick GMC dealership in southeastern Michigan. Prior to pursuing automobile retailing, Park spent 10 years working for Ford Motor Company in various finance, purchasing, sales/marketing, leasing, government and commercial sales management positions.
Park earned his Master of Business Administration degree from Case Western Reserve University. He also holds a Bachelor of Arts degree in Economics from the University of Michigan. Married with three children, Park resides in Vienna, VA.
Stephen Pugh

Steve Pugh serves as NADA's Executive Vice President & Chief Financial Officer. He works with NADA's leadership team to execute NADA's strategic initiatives.
Mr. Pugh is responsible for all financial operations of NADA and its affiliated entities. He oversees investments, banking, budgeting, financial reporting, payroll, taxes, annual audit and real estate.
Prior to NADA Mr. Pugh served as Chief Operating Officer for Rappaport, a commercial real estate company, where he was responsible for the company operations. In addition, Mr. Pugh also worked closely with the finance team overseeing loan procurement, capital strategies and investor relations. Prior to Rappaport Mr. Pugh served as Senior Director of Operations and interim Chief Operating Officer for the National Automobile Dealers Association Official Used Car Guide Company.
Mr. Pugh is a Certified Public Accountant, Chartered Global Management Accountant, Certified Information Technology Professional and holds a B.B.A degree in Accounting from Radford University, Radford Virginia.
Michael T. Regan

As senior vice president of industry affairs, Michael T. Regan directs the activities of NADA's Industry Relations and International Affairs groups, as well as the American Truck Dealers (ATD) division.
Prior to rejoining NADA, Regan served as AutoNation, Inc.'s director of industry relations, overseeing the relationship between America's largest automotive retailer and the 23 manufacturers it represents. He was primarily responsible for establishing and maintaining positive working relationships with each of the major automotive manufacturers. Through regular dialogue with each manufacturer's senior executives, he was charged with working to resolve many of the issues that impact the 349 automotive franchises the company operates across the nation.
Prior to joining AutoNation, Regan was associate director of industry relations for NADA. Over nearly nine years, Regan worked closely with the Industry Relations Committee and the association's leadership to firmly position NADA as the industry benchmark in measuring dealer satisfaction and as the primary voice of the dealer in negotiations with automotive manufacturers.
Before joining NADA, Regan spent nearly eight years with Nissan North America, where he worked through various corporate and field positions, most involving direct dealer interaction, in California, Virginia, North Carolina, Maryland, and Washington, D.C.
Regan also has direct experience on the retail side of the automotive business. His initial exposure to the industry came in Vienna, Austria, where he worked as a trainee for one of the largest Mercedes-Benz distributorships in Europe. He later began his career as a sales consultant and F&I manager for a large dealership group in Bethesda, Md.
Regan is a 1983 graduate of Pennsylvania's West Chester University, where he earned a B.S. degree in business management. Married with three children, Regan resides in the Washington D.C. area.
Ivette Rivera
Member,Senior Vice President, Legislative Affairs
Ivette E. Rivera leads the legislative team as part of the public policy group of the National Automobile Dealers Association (NADA), representing franchised automobile and truck dealers before Congress. Rivera leads the day-to-day operations of a highly effective lobbying and political team for the association's Capitol Hill office.
Rivera's advocacy experience includes leading a team that has accomplished significant legislative victories on behalf of car buyers, dealers and the auto industry. A current legislative priority for NADA includes leading an effort to combat catalytic converter theft on the federal level. Previous legislative efforts include achieving consensus on a long-stalled proposal by successfully bring together business and consumer groups to significantly improve the public disclosure of "total loss" vehicles. She has been involved with many critical lobbying efforts ranging from auto stabilization efforts such as “cash for clunkers†legislation to financial services legislation that preserves dealer-assisted financing to protect consumer discounts in the showroom. Rivera also has a strong record of success leading initiatives before Congress such as electric vehicle incentives, defending against overreaching and costly regulatory burdens and vital tax priorities to protect vehicle affordability.
With bipartisan relationships with Members of Congress and congressional staff, she has developed successful grassroots strategies on national issues in coordination with dealers, state dealer associations and industry allies. In her role, Rivera also works to diversify legislative and political advocacy efforts including expanding initiatives to involve NextGen automobile and truck industry leaders.
Rivera holds a B.A. degree in political science from the University of Colorado at Boulder and earned an M.A. degree in government from Johns Hopkins University. Ms. Rivera was appointed Senior Vice President of Legislative Affairs in 2015, after several years on NADA's staff leadership team.
Mark Sportack
Member,Vice President & Chief Information Officer
Mark Sportack is NADA's Vice President and Chief Information Officer, working to support the needs of the Association and its members. He brings a wealth of experience to NADA, having worked for AT&T, Bell Labs, and large international law firms.
He is skilled in managing all aspects of information technology, with expertise in identifying and launching systems to meet emerging needs of the business. Additionally, Mark has written several books on information technology and taught graduate courses in Syracuse University. He combines his passion for information technology with a strategic perspective and commitment to customer service excellence.
Mark earned his MBA from Lehigh University and holds undergraduate degrees in Economics and Computer Science. He is married to Karen, and they have three children.
Michael J. Stanton

Mike Stanton became NADA’s president & CEO on January 1, 2021. He previously served as NADA’s executive vice president and chief operating officer.
Stanton has represented NADA and dealer interests for over 20 years in roles with the Industry Affairs Department and the NADA Used Car Guide.
Stanton received a bachelor’s degree in political science from James Madison University and a MBA from Virginia Tech.
He is married to Kelly and they have three children.
Camron Wilson

Camron Wilson is the Vice President of Education and Training for NADA where she leads all of NADA's education and training efforts, including NADA Academy, professional series, tailored training and program development. Her goal is to educate and prepare the next generation of automotive dealers and employees to run profitable dealerships in the US and abroad. She led the launch and growth of NADA's new educational program, the NADA Professional Series, which focuses on training new and high-potential department managers. Camron also works with dealers, OEMs and allied companies providing tailored educational solutions to dealership operations.
With nearly 20 years of experience in the industry, starting with Ford Motor Company then Dealer Product Services, her career has taught her the importance of education for dealership employees and those individuals who interact with dealerships on a daily basis. Camron believes that through education we can attract more women to this fantastic industry.
Camron graduated with her MBA from the Crummer Graduate School of Business, Rollins College, and has her BS in Marketing and Multinational Business, cum laude, from Florida State University.
Melissa Wolpert
Member,Senior Vice President, Meetings, Conventions & Expositions
As Senior Vice President of Meetings, Conventions, and Expositions for the National Automobile Dealers Association (NADA), Melissa Wolpert, CMP, leads the planning, production, and execution of the annual NADA Show the largest event in the U.S. auto industry. Additionally, she oversees the American Truck Dealers Show, NADA's annual legislative conference, two major industry forums, and numerous board and committee meetings.
Since joining NADA in 2008, Wolpert has progressed from Senior Director of Convention Services and Operations to her current executive role. With over 25 years of experience in the meetings and conventions industry, she has managed major trade shows for the National Association of Convenience Stores, the Synthetic Organic Manufacturers Association, the American Association of School Administrators, and the Renaissance Mayflower Hotel in Washington, D.C.
Wolpert's industry influence extends beyond NADA. She serves on the New Orleans Client Advisory Board and the Center for Exhibition Industry Research Council, contributing to the broader exhibition and meetings sector.
A Certified Meeting Professional, Wolpert holds a bachelor's degree in Marketing from Radford University. Her extensive expertise and leadership continue to drive the success and growth of NADA's premier events.
Dawn Worthington

As Vice President of Human Resources, Dawn oversees people management, talent acquisition, total rewards and other HR functions for NADA. She joins a team committed to establishing a positive workplace culture and optimizing employee productivity to meet the needs of NADA members.
Dawn has over 25 years of experience in human resources in the non-profit, trade association world. Prior to NADA, she was Vice President of Human Resources and Administration at the National Association of Chain Drug Stores (NACDS). She also worked in human resources at the National Restaurant Association.
Dawn is an active learner holding numerous certifications in the human resources and association fields. She is a certified Professional in Human Resources (PHR), Society for Human Resource Management-Certified Professional (SHRM-CP), Association Executive (CAE), Nonprofit Organization Management (IOM), and a Gallup Certified Strengths Coach. Dawn graduated from American University with a BS in Business Administration, focusing on Human Resources & Enterprise Management.

Sid Dillon is president of Sid Dillon Chevrolet in Fremont, Neb. He started in the automotive business in 1982 working for his father at Sid Dillon Olds Cadillac. Scott Dube is president of Bill Dube Hyundai in Wilmington, Mass. He started in the automotive business in 1975 when his parents bought a Toyota franchise in Dover, N.H. He worked many different jobs in the dealership until after high school. He was an airline pilot for almost twenty years and then came back into the family business in 2004. Dube serves on the board of directors of the National Automobile Dealers Association, representing Massachusetts' franchised new-car dealers. (Term: March 2018-February 2027)

Roger Elswick is president of Elswick Automotive in Baytown, Texas. Elswick Automotive consist of Community Toyota, Community Honda and Community Kia in Baytown, Texas, and Community Honda in Lafayette, La. He started in the automotive business in 1989 working as an internal auditor for Bruton Smith, founder of Sonic. There he held most senior level manager positions, up to Divisional VP of Sonic where he oversaw 40 dealerships in three states. He became a new car franchised dealer in 2005. Kirt Frye is president of Sunnyside Automotive Group in Middleburg Heights, Ohio. He started in the automotive business in the parts department of Sunshine Honda in Plymouth, Mich. in 1982.
He and dealership founder Tom Bohlander built the business into a successful three-state operation with 13 stores in Michigan, Ohio and New Hampshire. Frye bought Bohlander out of all Ohio operations in 1997 and expanded the group to include eight stores.
Frye serves as 2026 NADA Treasurer and represents metropolitan Cleveland's franchised new-car dealers on the board of directors of the National Automobile Dealers Association. (Term: April 2013-January 2029)

Hebert is a second generation dealer. He started in the automotive business in 1983 working at Bob Post Chrysler Plymouth.
