
U.S. House Passes Legislation to Revoke CARB’s ZEV Mandate
What’s new: In a major step to blocking California’s sales ban on gas cars, the House of Representatives on Thursday passed H.J. Res.88 to revoke California’s waiver for its Advanced Clean Cars II (ACC II) rule. ACC II will ban the sales of gas and hybrid vehicles and distort the car market in all states. NADA strongly supports H.J. Res.88.
H.J. Res.88, a Congressional Review Act (CRA) joint resolution, introduced by Rep. John Joyce (R-Pa.), passed by 246-164. This was an overwhelming vote that included support from 35 Democrats. Here is a link to the House vote on H.J. Res. 88; see how your delegation voted.
Why it matters: California’s ACC II mandate, which is set to go into effect later this year, establishes aggressive and unrealistic timeframes and requirements that would drastically curtail the availability of gas and hybrid vehicles, forcing consumers everywhere to pay more for new and used cars.
What’s next: NADA will be working for Senate passage of H.J. Res. 88, which could come as early as next week. Despite media reports, Senate GOP leadership is committed to moving the legislation forward. NADA will update members on the Senate schedule and encourage dealers to reach out to their senators to voice support for this pro-dealer and pro-consumer legislation.
