NADA Lauds House Passage of Legislation Stopping California's Ban on New Gas Cars

TYSONS, Va. (May 1, 2025)—The National Automobile Dealers Association (NADA) released the following statement in response to the U.S. House of Representative’s strong bipartisan passage of H.J.Res. 88, a Congressional Review Act (CRA) joint resolution to revoke California’s waiver for its Advanced Clean Cars II (ACC II) rule, which would ban the sale of gas and hybrid vehicles:

"NADA lauds the House of Representatives' bipartisan passage of H.J. Res. 88, which would revoke California’s rule that would ban gas and hybrid vehicles in 12 states. Because California’s mandate forces automakers to deliver EVs for sale irrespective of consumer demand, automakers will be forced to either sell more EVs or limit the number of gas cars delivered for sale in the affected states. Affordable new gas and hybrid vehicles, which are now in the $30,000-$40,000 range, are expected to be among the first vehicles rationed. The rationing of new gas cars will leave consumers with far fewer vehicle choices and will force consumers throughout the country to pay more for new and used cars."

America’s franchised dealers commend Rep. John Joyce (R-Pa.), the sponsor of H.J.Res. 88, for his leadership in passing this pro-consumer legislation.  

The measure passed in a 246-164 vote with 35 Democrats voting in favor.
