Section One explains the FTC rule requiring dealers and other creditors to develop, implement, and maintain a comprehensive Identity Theft Prevention Program (ITPP) by August 1, 2009. This section also explains a separate FTC rule involving the receipt of notices of address discrepancies from a consumer reporting agency when requesting a consumer report. Included are answers to frequently-asked questions and a step-by-step guide to complying with the Red Flags Rule. Section Two includes a sample ITPP plus worksheets and other materials to assist dealers in developing written ITPPs specific to their dealerships. Section Two materials are available as Word documents free to NADA members upon request.
